TROPICAL STORM WARNING A TROPICAL STORM (23W) is currently located approximately 400 miles east of Manila and is forecast to intensify and move west or west northwest towards the Central Luzon at approximately 13 knots. This weather system is expected to pass over the Central Luzon within the next 24 hours and may cause severe flooding and wind damage in exposed areas.
